I had a vasectomy about a week ago. I still have significant pain. Is this normal?

The pain locations are at the base of the shaft of my penis, pinpointed on either side, about where the scrotum and pelvis meet. It comes and goes. I also get pain on either testicle (on the right more often than the left) that feels like something is gently scraping against the testicle on the inside of my scrotum. This is the more significant pain, and can vary from feeling like someone flicked or poked me, to a hit that makes me catch my breath. Is this normal?

It somewhat depends on how the vasectomy was performed. But does have any form of serious pain that far afterwards would not be considered normal.

If in the shower and the scrotum relaxed, there is no obvious swelling or significant bruising, then what you are experiencing is probably the normal healing process inside where the vasectomy division occurred. Remember, your vas deferens and the surrounding tissue inside was traumatized by the vasectomy and now it is beginning the healing process. This is what you are feeling, and it varies from patient to patient. If there is swelling you can see and things do not slowly improve daily, then you do want to see your urologist. Conservative measures such as scrotal support and Advil will benefit you as well.
