The vasectomy opening is at the penoscrotal junction. This area is near the under-surface of the penis, where it joins the scrotum. So, yes, it can be normal for the skin to shift upward as a result of an erection. The procedure was done in the scrotum but the skin can move over the spot of the procedure, giving the appearance that the opening is higher.

It's very unusual for the vasectomy site to effect erections or the contour of the penis. It seems like a band has formed causing a pull on the base of the penis. This can be fixed.

This looks extremely painful even when given something for anxiety! It turned me off to the whole procedure. Men feel pain too, especially in the most sensitive part of their body.
