Nothing will increase your odds of having one gender over another. Sperm that will result in a boy and sperm that will result in a girl come from both testes. There is a random chance as to which fertilizes the egg. A partial vasectomy would not help.

Neither. A partial (one-sided vasectomy) will still keep you fertile. The definite way to ensure boy/girl is to do IVF with PGS (preimplantation genetic screening) of the embryo.
