It is not normal but common. After a vasectomy there are a couple of dynamics that explain what you are experiencing, and in time they will abate. First of all, the vas tube and the surrounding tissues have been traumatized by the procedure and there is the natural body's response to this which contributes to the pain. Similar to having cut your hand and how that progresses. Secondly, there is a mild back pressure to the testicle due to having immediately occluded the vas tube that was previously free flowing. The body has to adjust to this, which it does in the vast majority of cases, and when this occurs the sensitivity diminishes.
