My partner just got a vasectomy less than a week ago and we were wondering if it were possible to maybe go to a sperm bank and store some sperm as a back up plan. I know we should have done this prior to the procedure but are just curious if it is too late now since it's only been a short time.
No, that should have been done before vasectomy.

Absolutely possible. Your partner is still fertile for the next few weeks at least since he still has viable sperm in the duct system and seminal vesicles above where the vasectomy was performed. Ejaculation will clear these live sperm over time. I'd move on it right away!

You would need to ejaculate and see if there is ample sperm in the ejaculate. If there is, then you could go to a sperm bank. Timing is the essence and I would do this ASAP.

Sperm can be present immediately after a vasectomy and up to 8 weeks afterwards. The sooner you collect a semen sample with a minimal of intervening ejaculations, the better

If it has been less than a week it is very possible that a significant number of sperm are in the tube beyond the vasectomy site...so yes you probably could. The number of sperm decreases with each ejaculation after vasectomy so if you indeed want to bank sperm you should contact a reproductive clinic as soon as possible and make the necessary arrangements.
