I have insurance but the specialist where I went told me that it was going to be $900 out of pocket before they can start anything. Is this normal?

This is your deductible. Vasectomies are covered but as with many procedures, you have to meet your deductible first. This is an insurance requirement, not the doctor's.

If you have insurance that covers vasectomy and the doctor you are seeing accepts that insurance (has a contract with them), then you should not have to pay anything at all (other than if you have a deductable that you have not met and that may be the answer here and so you should check if that is the case). If the doctor is one who does not accept insurance, then I would seek out someone who does and avoid a cash payment.
