Scrotal swelling and bruising with black and blue discoloration can occur after vasectomy. If the size continues to enlarge or becomes more painful, you may have a collection of blood pooling called a hematoma. Depending on the size of the hematoma or if there is concern for infection, it may need to be drained.

It can be. Bruising usually occurs soon after the vasectomy if it is going to occur, however a very small vessel may have opened with strenuous activity. If there is redness then you may want to see your doctor, otherwise if it slowly improves with time it is most probably "normal" for your procedure.

It's likely due to oozing under the skin and usually resolves in a few weeks.
