I had a vasectomy June 2017 and since then when I masturbate or have sex I get a pain in my groin and lower stomach for at least the rest of the day.

This may or may not be related to the vasectomy. Because the vas tube goes from the testicle up the inguinal area and then behind the bladder to the prostate, it is possible that inflammation in the area of the vasectomy might be causing this. I'd recommend an exam by your doctor and you might very well be given a trial of an antibiotic to see if this helps.
