Only if you are not having a mental question and want an absolute answer; however, a failure of a vasectomy after 2 or 3 years is extremely rare. Probably not possible after 16 years

A simple microscopic assessment of your semen is simple and cheap. If it makes you feel better, then do it. The chances of fertility are very remote, however.

Vasectomy is a permanent method of contraception, with efficacy rates ranging from 99-99.9%, depending on the technique used. However, there is something called late failure, which can happen even after years of vasectomy. If you have not made anybody pregnant so far, your vasectomy was successful. But for peace of mind, if you want to do a semen analysis, please go ahead and do it. Then, you do not have to worry any more.
