The basic answer to your question is no he cannot impregnate anyone. Almost all failures from a vasectomy occur within the first 2 or at most 3 years. After that the failure rate goes down to close to 0. Rare cases have been shown to occur some years later but it is extremely rare. In addition to that your testing is negative.

It is highly unlikely you're capable of getting someone pregnant naturally. A vasectomy reversal or direct sperm aspiration can always be accomplished to help you and a partner become pregnant.

It is very unlikely. However, there is a condition called late failure where the tubes join together and can cause pregnancy. The best thing to do is a semen test, and if it does not show any sperm, it confirms that you cannot make a woman pregnant.
